Why can I not ping another VM from my machine?

The behavior you’re seeing is correct and expected. You are NOT supposed to be able to ping anything from RDS collection members because they do not have static public IPs. Internet Control Message Protocol (ICMP) is not available outside of the network for VMs which have non-static IP addresses assigned to them. The reason you’re able to ping out from other servers (DC01, FS01, RDGW01, etc.) is that those servers have static IPs.
